RFP: 2026 Boonsboro Milling & Overlay Project


PROJECT OVERVIEW
The Mayor and Council of Boonsboro, Maryland, is requesting bids from qualified contractors to provide milling and asphalt overlay services in the Town.

SCOPE OF WORK
Services requested are listed below. Items 1 and 2 require milling to a depth of 2 inches, where necessary, and installing a 2-inch asphalt overlay. Items 3 thru 6 require deep patch work with 3 inches base and 3 inches top. Contractor is responsible for hauling millings to Town site and shall keep project area clean of debris.
1. Parking Lot (302-324 Saint Paul St.) - Mill/overlay blacktop 272 feet long by 40 feet wide.
2. Park View Drive - Mill/overlay blacktop 277 feet long by 18 feet wide.
3. 103 Grove Lane - Deep patch blacktop 9 feet long by 7 feet wide.
4. Intersection of Lakin Ave. & Center St. - Deep patch blacktop 7’ x 6’ and 3’ x 3’.
5. Warrior Blvd - Deep patch blacktop 13 feet long by 9 feet wide.
6. 800 Elm Crest Ave. - Deep patch blacktop 14 feet long by 6 feet wide.

Contractors submitting bids must be able to complete the project by March 26, 2027. SUBMITTAL FORMAT AND CONTENT REQUIREMENTS
One (1) Copy of the bid proposal shall be submitted and include the following criteria:

  1. Contractor/Company Qualifications, including licenses/certifications
  2. Certificate of Insurance
  3. List of References


INQUIRIES AND RECEIPT OF BID PROPOSALS
Bids must be received by the Town of Boonsboro, either by mail or hand delivery, no later than 2:00 PM Thursday, July 30, 2026 in a Sealed Envelope marked “Boonsboro Milling and Overlay” at the address below. Any bids received after the above time will not be accepted under any circumstances. Any uncertainty regarding the time a bid is received will be resolved against the bidder. Bids shall remain valid for 90 days. All bidders are notified that regarding any contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subject to discrimination on the basis of gender, race, color, creed, sex, age, physical disability, or national origin in consideration for an award.

The bids will be opened publicly and read aloud at 2:15 PM on Thursday, July 30, 2026 in the Town Annex Meeting Chambers, located at 19 North Main Street, Boonsboro, MD.


AWARD, WAIVER AND REJECTION OF BIDS
Proposals will be presented to the Mayor and Council of Boonsboro for final review and consideration for contract approval. Owner reserves the right:

  1. To reject any or all bids
  2. To waive any informality or irregularity in any bid received
  3. To accept the bid deemed by the Town of Boonsboro to be the most advantageous to its interests
